تأملی بر بازدارنده‌های ریشه‌ای اشتغال دانش‌آموختگان دانشگاهی به‌منظور رهبری و سیاست‌گذاری مطلوب آموزشی

چکیده
پژوهش حاضر با هدف تأملی بر بازدارنده‌های ریشه‌ای اشتغال دانش‌آموختگان دانشگاهی منظور رهبری و سیاست‌گذاری مطلوب آموزشی انجام شد. برای این منظور از رویکرد کیفی و روش پدیدارشناسی توصیفی استفاده شد. مشارکت‌کنندگان در پژوهش شامل خبرگان دانشگاهی و پژوهشگاهی با سوابق انجام پژوهش‌های مرتبط به موضوع پژوهش بودند که با استفاده از روش هدفمند از نوع گلوله‌برفی و با درنظرگرفتن اشباع نظری در یافته‌ها تعداد 16 نفر انتخاب شدند. برای جمع‌آوری داده‌ها، پژوهشگران از ابزار مصاحبه نیمه‌ساختاریافته استفاده کردند و برای تحلیل داده‌های به‌دست‌آمده از مصاحبه‌ها، از روش تحلیل محتوا باتکیه‌بر تکنیک استقرایی مبتنی بر الگوی گران‌هایم و لاندمن (2004) استفاده شد. یافته‌های به‌دست‌آمده، حاکی از آن بود که آسیب‌های ریشه‌ای اشتغال فارغ‌التحصیلان آموزش عالی ایران درگرو مبتنی نبودن برنامه‌ها و محتواهای آموزشی و درسی دانشگاه‌ها با نیازها و مهارت‌های واقعی صنعت، جامعه و بازار کار در حوزه‌های مختلف، مبتنی نبودن برنامه‌ها و محتواهای آموزشی و درسی دانشگاه‌ها با نیازها و مهارت‌های واقعی صنعت، جامعه و بازار کار در حوزه‌های مختلف، نامتناسب بودن سطوح عرضه و تقاضای دانش‌آموختگان با نیازهای کشور، دانش‌بنیان و دانش‌بر نبودن اقتصاد، صنایع و بازار کشور، حاکمیت فرهنگ مدرک‌گرایی در آموزش و اشتغال کشور و فقدان فرهنگ کارآفرینی و آموزش کارآفرینی مناسب در بین فارغ‌التحصیلان دانشگاه‌ها است. پژوهش حاضر دربردارنده سه مفهوم اساسی بود: اول اینکه یکی از دلایل اصلی بیکاری فارغ‌التحصیلان دانشگاهی در ایران شکاف بین تحصیلات آکادمیک و مهارت‌های موردنیاز بازار کار است. دوم اینکه تعامل مطلوب با بازار کار حلقه مفقوده مدیریت نظام دانشگاهی ایران محسوب می‌شود. ثالثاً، فرایند آموزش آکادمیک در ایران بیش از آنکه بر پیوند تئوری و عملی و آموزش مهارتی تأکید کند، مبتنی بر نظریه‌های علمی است.

A Reflection on the Root Barriers to Employment of University Graduates: Toward Effective Educational Leadership and Policymaking

چکیده English

This study reflects on the pivotal barriers of the university graduates’ employment for effective educational leadership and policymaking. For this purpose, a qualitative approach and descriptive phenomenology method were utilized. The sixteen participants were academic and research experts with backgrounds in related research fields, selected through purposive snowball sampling to reach theoretical saturation in the findings. Data collection was carried out through semi-structured interviews, and the obtained data were analyzed using the Graneheim and Lundman’s (2004) inductive approach of content analysis. The findings indicated that the fundamental issues of higher education graduates’ employment in Iran are rooted in the misalignment of university programs and curricula with the actual needs and skills of various industry, society, and labor market sectors, the mismatch between the supply and demand levels of graduates with the country's needs, the non-knowledge-based nature of the economy, industries, and market of the country, the prevalence of credentialism (degree as a sign of prestige) culture in education and employment, and the lack of appropriate entrepreneurship culture and training among university graduates. The study encapsulates three basic concepts: First, one of the main reasons for the unemployment of university graduates in Iran is the gap between academic education and the skills required by the labor market. Second, effective interaction with the labor market is considered the missing link in the management of Iran's academic system. Third, the academic education process in Iran emphasizes scientific theories rather than the integration of theory and practice and skill-based training.
