واکاوی بسترهای لازم برای گذار از مدیریت آموزشی به رهبری آموزشی در مدارس ایران

چکیده
در چند دهه گذشته، رهبری آموزشی و توجه به کیفیت عملکرد مدیران مدارس در رأس سیاست‌های آموزشی کشورهای توسعه یافته بوده است. هدف این پژوهش واکاوی بسترهای لازم برای گذار از مدیریت آموزشی به رهبری آموزشی در نظام آموزشی (مدارس) ایران است. روش ﭘﮋوﻫﺶ حاضر از ﻧﻮع ﮐﯿﻔﯽ است ﮐﻪ به روش نظریه برخاسته از داده‌ها (نظریه زمینه‌ای سیستماتیک) انجام شده است. مشارکت‌کنندگان پژوهش، اعضای هیئت‌علمی دانشگاه‌های وابسته به وزارت علوم، افراد صاحب‌نظر در ارتباط با رهبری آموزشی که دارای سوابقی مانند وزیر آموزش‌وپرورش، معاون وزیر و دبیر کلی شورای عالی آموزش‌وپرورش و مدیران شاخص مدارس مختلف که در سال تحصیلی 1403–1402 مشغول به فعالیت‌های آموزشی و پژوهشی بودند. در یک نگاه کلی، بر مبنای نتایج به‌دست‌آمده و ابعاد الگوی داده بنیاد، 12 مقوله اصلی، 55 مقوله فرعی و 203 مفهوم از مصاحبه‌های صورت گرفته استخراج گردید. یافته‌های پژوهش نشان داد شرایط مهمی همچون تمرکززدایی در ساختار سیستم آموزش‌وپرورش، پیشرو گرایی و پویایی در نقش مدیران مدارس برای این گذار لازم است. رسیدن به رهبری آموزشی نیازمند راهبردهای مختلفی است، علاوه بر تغییر نگاه سیاسی نسبت به کارکرد آموزش‌وپرورش و بالتبع مدیران در این نهاد، می‌بایست نسبت به تربیت و آموزش علمی مدیران روی آورد و با نگاهی تخصصی‌تر و آکادمی‌تر این افراد را برای تصدی مدیریت مدارس انتخاب و انتصاب داد. بر این اساس، تمرکز بر استانداردسازی برای رهبری آموزشی و حرکت به‌سوی تمرکززدایی با دادن اختیارات بیشتر به مدارس و مناطق، به برنامه‌ریزان آموزشی ایران پیشنهاد می‌گردد.

Over the past few decades, educational leadership and the emphasis on the quality of school principals’ performance have been central to the educational policies of developed countries. The present study aims to explore the necessary platforms for the transition from educational management to educational leadership within Iran’s school system. This qualitative research was conducted using the systematic grounded theory approach. The participants included university faculty members affiliated with the Ministry of Science, experts in educational leadership-such as former Ministers of Education, Deputy Ministers, and the Secretary General of the Supreme Council of Education-as well as distinguished school principals who were actively engaged in educational and research activities during the 2023–2024 academic year. Based on the data analysis and the grounded theory framework, 12 core categories, 55 subcategories, and 203 concepts were extracted from the interviews. The findings revealed that key conditions such as decentralization within the educational system and a progressive and dynamic role for school principals are essential for this transition. Achieving educational leadership requires various strategies. In addition to a shift in political perspectives regarding the role of education and the function of school leaders, there must be a focus on the academic preparation and scientific training of principals. A more specialized and scholarly approach should guide the selection and appointment of school leaders. Accordingly, the study recommends that educational planners in Iran prioritize the standardization of educational leadership and promote decentralization by granting greater autonomy to schools and regional offices.
