The purpose of this study was to examine the attitude, environmental knowledge and sustainability components of the university. The present research is applied in the field of applied research and in the method of data collection in descriptive-survey research. The statistical population of this study includes all students of Faculty of Management of Farabi College of Tehran University, among them 200 persons by sample method Randomly selected. To collect the data, three questionnaires, a Researcher-made questionnaire from the University of Persia Maleki (1393) with a reliability of 0.89, and environmental science questionnaire Hey et al. (2011) with a reliability of 0.87 and a non-scale with a reliability coefficient of 85 / 0 was used. Data analysis was done on two levels of descriptive and inferential statistics. The inferential part of Friedman test, correlation, T-test was used. The results of the analysis showed that the students in the environmental aspect 3) are in a relatively favorable situation, and also in the environmental knowledge aspect, with an average (4.9), were in a favorable situation. In addition, the result of prioritizing knowledge and environmental attitudes is significant and, finally, the result of correlation study showed that , The relationship between the dimensions of sustainable university and knowledge and attitude toward the environment is positive and significant and among the factors of sustainable university Sustainable education and research had the highest correlation with environmental attitudes. Among these dimensions, the highest correlation was found with environmental management knowledge and sustainable services.

The purpose of this study was investigating the role of moral leadership in predicting the development of job behavior and breaking the organizational silence. The research method chosen in this research is descriptive and survey method.The statistical population of the study consisted of employees of Islamic Azad university, Ardabil branch. Based on the Morgan table data,76 individuals were selected as statistical sample and collected from them by stratified random sampling. The data gathering tool in this research is of Organizational Clarity Questionnaire Van Dine etal(2003);Harry and Colleagues' Career Behavior(2004), and Moral Leadership at Carlson and colleagues (2011).to analyze the data, one-sample t-test, Pearson correlation coefficient and linear regression were used.the results of the research hypothesis test showed that the mean of ethical leadership and occupational behavior in the sample group was significantly higher than the average level(P<0.05)while the mean of organizational silence was moderate and There is no significant difference with the mean of the statistical population(P<0.05).Also,the research showed that there was a significant positive correlation between ethical leadership and job behavior (P<0.05)and organizational and organizational silence(P<0.05). Finally, the results of regression analysis showed that the components of ethical leadership dimensions of fairness, power sharing and transparency can significantly predict occupational behavior(P<0.05).among the components of ethical leadership, only subscription Power can predict organizational silence(P<0.05).the management of Islamic Azad university, Ardabil branch should pay attention to the style of leadership and the strengthening of its components in its organization to defeat the silence of human resources and positive job behavior.

It has been a long time which many experts of strategic management have found that about 50 to 90 percent of the formulated strategies either not implemented at all, or their implementation have poor results. As a result, a wave of researches has examined the obstacles to strategy implementation. The present research aimed to integrate the obstacles of the strategic implementation in Iranian government organizations into cohesive set. The research strategy was research synthesis. By referring to the most important databases in Iran, 40 articles were received and validated through CASP method. To analyze the data, inductive and deductive content analysis were conducted simultaneously. A total of 291 different obstacles were identified which were divided into 12 sub-obstacles, 4 main obstacles, and 2 themes. The results showed that although the obstacles were numerous and diverse but most of them are related to the implementation of strategies. In addition, over the years of the study and research on the strategic implementation obstacles, the obstacles have not diminished in terms of quantity and diversity. This phenomenon indicated that there has not been long-term orientation to address and solve the obstacles. As a result, the theory of short-term society, which is used to describe Iranian society, represents the phenomenon.

This study aime to examine the mediating role of organizational justice in the relation of manager leadership behavior to organizational pessimistic in education and training staff. This research was a descriptive study of correlational type focusing on structural equation modeling In this stydy, the statistical population consisted of all male and female education and training staff of B.on city in Charmahal Bakhtiyari province that a sample of 300 teachers (140 women and 160 men) was selected by random sampling method. Participants completed the Leadership Behavior Descriptive Questionnaire, the Standard Pessimistic Organizational Inventory (SPOI), and the Organizational Justice Questionnaire . The data were analyzed using Pearson correlation and structural equation modeling . The results showed that there was a significant negative correlations between manager leadership behavior and its components including supportive leadership and authoritative leadership with organizational pessimism . The manager leadership behavior and its components were positively associated with organizational justice. Organizational justice and its components including distributive justice, procedural justice and interactional justice had significant negative relationships with organizational pessimism . All three components of organizational justice mediated the relationship between manager leadership behavior and its component including supportive leadership with organizational pessimism. Organizational justice components, except for interactional justice, mediated the relation of authoritative leadership to organizational pessimism . On the whole, it can be concluded that the manager leadership behavior including supportive leadership and authoritative leadership can lead to reduction in organizational pessimism through organizational justice in in education and training staff.

The current research investigated the relationship between servant leadership style and organizational effectiveness in girl’s High Schools of Tehran in the 1392-93 academic year. The research sample consists of 360 high school teachers randomly selected from all government high school teachers in Tehran. To collect primary data, two questionnaires were used in this study. Firstly to collect data on servant leadership, the questionnaire developed by Golipour (Golipour et al., 1388) was used. The Cronbach’s alpha value of 0.95 shows the internal consistency of the scale. Secondly to evaluate the organizational effectiveness parsons’s questionnaire with Cronbach’s alpha value of 0.95 was used. In this study, the Spearman correlation analysis, one-sample T test, one way ANOVA, Mann-Whitney U, Kruskal-Wallis H, multiple regressions were used to analyze the data. The Research results indicate that there is an overall positive association between servant leadership and organizational effectiveness. There are also significant positive relationships between servant leadership variables and organizational effectiveness. Among the four components of servant leadership and organizational effectiveness and its components, there was a significant positive correlation. Multiple regression analysis showed that among the aspects of servant leadership, by three factors: service, reliability and humility be the most predictable organizational effectiveness.Key Words: organizational effectiveness, servant leadership, girl’s High Schools

This article explores the status of the organizational image of the University of Kurdistan from the perspective of stakeholders, and its relationship with the variables of identity, reputation, and organizational commitment. Various factors, such as employee behavior, services, and the organization's name, contribute to shaping organizational identity and creating a general image of the institution in people's minds. The research is descriptive and correlational, with a statistical population of 400 faculty members and 500 employees from Kurdistan University. A total of 289 individuals were selected as the sample. The data collection instruments included four questionnaires with appropriate validity and reliability. The results from the structural equation model indicate that the university's image has a direct and significant effect on reputation (β = 0.623), organizational commitment (β = 0.411), and a sense of identity (β = 0.220). Moreover, the effect of reputation on organizational commitment and sense of identity is also significant. The indirect role of reputation in the relationship between organizational image and sense of identity, as well as between organizational image and organizational commitment, has been confirmed. The findings highlight the importance of evaluating and cultivating organizational image within universities, emphasizing that the variables of reputation and perceived organizational identity can serve as mediators to enhance the organizational commitment of employees and faculty members, even in the presence of an unfavorable organizational image.The indirect role of organizational reputation in the relationship between university organizational image and sense of identity, the indirect role of organizational reputation in the relationship between university organizational image and organizational commitment, and the indirect role of organizational commitment in the relationship between university reputation and sense of identity were confirmed. The research highlights the necessity of evaluating the consequences and creating organizational image in universities.

Background and purpose: Public Schools in Iran are far from the principles of the learning organization due to their structural and managerial characteristics which are affected by the centralized management structure. Therefore, the purpose of this research is to design a qualitative model for the development of learning public schools.Method: The research approach is qualitative and a semi-structured interview was conducted through targeted sampling with 22 experts from the Ministry of Education and schools in Tehran until reaching theoretical saturation. In order to explore the development model of learning schools, data analysis was done using the foundational data theory and through MAXQDA software.Findings: After conducting qualitative interviews and coding, general categories and subcategories and identification concepts and causal factors, background factors, intervention factors, strategies and consequences of development of learning schools were determined and finally the development model of learning schools with 6 main dimensions and 17 subcategories. And 221 indicators were designed.Results: The managers of the Ministry of Education and all the stakeholders of the schools, taking into account the causal factors and background and intervening conditions and adopting strategies in the field of human resource empowerment, development of knowledge and learning management, team and collaborative learning, learning communication network and self-assessing school, responsible and Respondents can benefit from the benefits of developing learning schools.

Communication skills have long been recognized as an important part of services, and the weakness of communication skills reduces the chance of success and gives the possibility of being hit with dissatisfaction. This study aimed to explain the experiences and views Of managers and staff of Zanjan University of Medical Sciences, on interpersonal communication skills and was conducted with a conventional content analysis approach. The participants (n=10) were selected from the educational managers and staff of Zanjan University of Medical Sciences using the purposive sampling method and taking into account the maximum diversity in demographic characteristics, such as age, gender, education level, and job position. Data were collected using semi-structured interviews until reaching saturation and analyzed simultaneously. Qualitative data analysis was performed manually. The reliability of the data was obtained by the method of Lincoln and Goba.Based on the participants' experiences, the inhibitors factors preventing interpersonal communication were including the personal characteristics, quality of work life, organizational structures, deviant and abnormal organizational behaviors, weak communication skills and channels, which were classified in 21 subcategories and six categories.The results of the study showed that from the point of view of managers and employees in medical education, inhibiting factors are considered important factors in interpersonal communication. And paying attention to them, strengthening effective interpersonal communication, and improving interactions between employees will lead to increased satisfaction and improved work quality.Keywords: interpersonal communication, inhibitors, managers and educational staff, Zanjan University of Medical Sciences.

This study was designed to investigate the relationship between occupational stress, coping strategies and job burnout in primary schools’ principals. The research was descriptive and correlational. The target population consisted of all elementary schools’ principals in Zahedan. Of these 73 female and 69 male was selected using stratified random sampling techniques. Data were collected using questionnaires, Maslach’s job burnout (1981), Gmelch and Swent’s occupational stress (1984), and Allison’s coping strategies questionnaire (1997). Data analysis was performed using correlation, stepwise regression, t-test and analysis of variance. The results showed that there was significant and an inverse relationship between coping strategies and burnout. The use of coping strategies significantly reduces principals’ job burnou. Findings also showed that only the duty of the directors of stress can predict burnout of principals. In fact, duty component with standardized beta coefficient 0/368, explained 14% of variance in principals’ burnout. The results also indicated that some component of coping strategies can predict burnout of principals. Participation component, the health, time management and realistic perspective could explain principals’ burnout to 35%.

AbstractThe aim of this study was to investigating the mediating role of character strengths and virtues in the relationship between gender and positive and negative excitements of elementary teachers in the classroom. The present study was a fundamental research that falls into the category of descriptive research and more precisely correlation of structural equations. The statistical population of this study included all primary school teachers in the academic year 2020-21 in Ashkzar city, numbering 207 people; All the people were selected using the total number method. The Peterson and Seligman (2004) Character Strengths and Virtues Questionnaire and the Villainscience (2010) Teaching Excitements Questionnaire were used to collect research data. Data were analyzed using SPSS and Amos software at both descriptive and inferential levels. The results of structural equation modeling showed that gender positively and significantly (β = 0.55) predicts character strengths and virtues. The findings also showed that character strengths and virtues positively and significantly (β = 0.31) predict positive teaching excitements and negatively and significantly predict negative teaching excitements (β = -0.43). Examination of model fit indices also showed that the final research model has a good fit. Therefore, it can be concluded that by strengthening the character strengths and virtues of elementary teachers, the experience of positive excitements in teaching can be increased to some extent and the experience of negative excitements can be reduced.

The aim of this study was to identify the components of talent management for staff at the University of Medical Sciences Bojnourd of view. This research purpose, nature and methodology of the survey. The population of all the administrative staff and non-academic educational formal contract Bojnourd University 94-93 years, the number of 881 persons, and to set an example on the table Morgan 265 randomly selected sampling were Survey, a questionnaire whose validity was confirmed by teachers and technology and reliability of the Cronbach's alpha was calculated to be 97/68%.Data using SPSS 19 software and Friedman test were analyzed by confirmatory factor analysis. Factor analysis showed that all five elements to attract, select, develop, operate and maintain involvement with talent and confidence level of 99% significantly associated with talent management. Everyone's attention to his job duties, perseverance and desire to try to do the job and company employee’s internal and external training courses to develop staff were the most important factors. The results of the ranking classes (Friedman test) showed that keeping talents in the first place and then elected second and development are in third place.

The purpose of this study was to investigate the effect of authentic leadership on individual performance with respect to job characteristics and emotional commitments of staff in the education department of Guilan province. The research is applied in terms of purpose and descriptive. The statistical population of the study is the staff of the Guilan Education Organization, which was selected as a sample by cluster sampling method based on Cochran's formula. The data collection tool was a questionnaire that was used to measure authentic leadership from Avolio et al. (2007), Moody et al. (1990), Hockman & Oldham (1975), Job Performance of Staple et al. (1999). In order to analyze the data, the structural equation modeling method based on the partial least squares approach was used by Smart PLS3 statistical software. Findings showed that authentic leadership has a significant effect on emotional commitment and individual performance of employees of the Guilan Education Organization. The effect of emotional commitment on the individual performance of the staff of the Guilan Education Organization was also confirmed. It was also found that emotional commitment has a mediating role in the impact of authentic leadership on individual performance of employees and the moderating role of job characteristics variable in the impact of authentic leadership on individual performance of employees of Guilan Education Organization was also confirmed.

The current research was conducted with the aim of presenting a model for designing learning centers for faculty members of Allameh Tabatabai University in order to empower them. A mixed method and an exploratory design were used to conduct this research. The statistical population in the qualitative section was all related research documents from 2000 to today and university professors, specialists and informants familiar with the learning center and faculty members. This research also used a semi-structured interview. Sampling in the qualitative part was done purposefully and data analysis in this part was done in the form of foundation data with thematic analysis approach in three stages of open, central and selective coding. The statistical population of the research in the quantitative part of the research included the faculty members of the university, 250 of whom were randomly selected. Spss and Amose software were used for data analysis in this part. In the qualitative section, 5 main codes representing the dimensions of empowerment and 9 central codes representing the components of the dimensions were identified. Also, the number of 50 open codes was determined, which was reduced to 28 after the merger. Based on the dimensions, the skills needed by the faculty members of Allameh Tabatabai University in the direction of empowerment are: social factors, economic factors and educational factors. The results of the factor analysis which was done by Emus software also showed that the measurement scale in all factor analysis indicators is at a desirable and acceptable level.

The current research was conducted with the aim of designing a virtual education model using the interpretive structural modeling method at Farhangian Khorasan Razavi University. This research was a descriptive survey-cross-sectional type in terms of practical purpose and implementation method. The current study population was the staff and faculty members of Farhangian Universities of Razavi Khorasan Province, including two campuses of Brothers and Sisters and five faculty centers, each center was considered one floor. According to the principle of theoretical saturation, the samples of the present study were determined by 13 people who were selected by stratified random sampling method after checking the inclusion criteria. The data of this study were collected through interviews and research literature of library studies (content validity was confirmed above 70% and reliability was obtained with the retest method after a two-week test) and were analyzed with thematic analysis and three rounds of Delphi. Then, by transforming the relationship matrix and creating consistency in the relationship matrix, the ISM graph was drawn and the type of variables was also determined using MICMAC analysis. According to the analysis of interviews and library studies and research literature, virtual education in Farhangian University was in the form of 12 variables. These 12 variables were stratified in 5 levels. Identification, analysis and Risk Prioritization, can play an important role in the success of the project. This study focuses on the training institutions of target community at governance organizations with the aim of reducing work-related accidents and diseases. Therefore, it is important to consider the risk factors in holding training courses in them to better manage them, Increase training effectiveness. Therefore, in order to identify the impact of risk factors, should be considered in the different stages of the training process such as defining training needs, designing and planning training, providing for the training and evaluating the outcome of training. In this paper, by literature review and exploratory interviews, the risks are identified categorized in seven risk factors and 17 sub factors. Then, according to the four-step process of training, the range of effects has been determined by the Failure Modes and Effects Analysis (FMEA) method through three indicators: risk severity, probability of occurrence and probability of detection, and then the Risk Priority Number (RPN) has been calculated for each risk. The results show that there will be 16 risks in the critical area. This suggests that risks are prioritized for the analysis and allocation of resources, and the analyst team must be focused on reducing and eliminating the errors in the critical area.

The present study aimed to identify the motivations and barriers women face in pursuing school management positions and to determine strategies that could facilitate this pathway. This research employed a qualitative approach with classical grounded theory as its methodology. The field of study focused on female teachers who were candidates for managerial positions in Kurdistan province's school. Using purposive sampling and based on the theoretical saturation principle, 18 participants were selected for the study. Data were collected through semi-structured interviews and analyzed via open coding and categorization. Research validity was ensured by adhering to the four criteria: Credibility, Dependability, Confirmability and Transformability. The findings revealed 241 open codes and 18 sub-concepts, which were categorized under three main themes: motivations, challenges, and strategies. The motivations included constructive innovation and transformation, personal growth and development, women's managerial competence, effective communication and collaboration, nurturing and developing students, and organizational justice and equality. The challenges highlighted societal stereotypes regarding women's management, lack of legal frameworks supporting women in management roles, role overload, women's resilience issues in managerial positions, unfair appointment practices, and lack of support from higher-level organizations. Finally, the strategies encompassed societal cultural development regarding women's managerial capabilities, provision of welfare facilities, merit-based appointments within a transparent process, and fostering a culture of gender equality.

The goal of this research has been to examine the role of artificial intelligence in educational leadership within schools. The study employed a qualitative approach using a meta-synthesis method. Data analysis utilized a coding method, from which initially 172 open codes were extracted, followed by the identification of 16 axial codes, and finally, 3 selective codes representing the role of artificial intelligence in educational leadership were recognized.The findings of the research indicated that the role of artificial intelligence in educational leadership in schools encompasses: personalized learning experiences for students such as explorative learning environments, individual counseling for students, intelligent learning, smart platforms for self-learning, and customized educational content delivery; administrative tasks of managers, including maintaining student records, automated scheduling and lesson planning, facilitating decision-making in educational settings, predicting student performance, and automated student admissions and registrations; and daily tasks for teachers, such as providing adaptive teaching strategies, smart teaching, monitoring the learning process, automated grading of assignments and exams, digital assistance, and providing instant feedback. Ultimately, with the help of artificial intelligence, educational leaders can enhance the quality of education, improve teaching effectiveness, facilitate teachers’ daily activities, and optimize the administrative processes of schools

Due to the changing business environment, organizations have to consider innovation as a necessary prerequisite to increase their efficiency, productivity and sustainability. In this regard, they should pay more attention to increasing job enthusiasm, psychological empowerment, and stimulating innovative work behaviors. Therefore, this research was conducted with the aim of investigating the mediating role of job enthusiasm in the model of innovative work behaviors based on psychological empowerment. In terms of the objective, this research is part of applied research, and in terms of the data collection method, it is part of correlational quantitative research. The statistical population of this research was made up of all the male and female employees of the oil company in the central regions of Iran in 1401. Using simple random sampling, 345 people were selected as the research sample. The data of this research were collected using Spritzer and Mishra's (1995) Standard Questionnaires of Psychological Empowerment, Job Enthusiasm, Salonava and Shoufeli (2001) and Innovative Work Behavior of Dijang and Denhartog (2010). According to the results of the research, the effect of psychological empowerment on job enthusiasm was 0.380, on innovative work behaviors was 0.297, and the effect of job enthusiasm on work behaviors was 0.352 (p<0.001). In addition, the results showed that psychological empowerment due to job enthusiasm has an effect on innovative work behaviors to the extent of 0.667 (p<0.05). Therefore, all variables have positively and directly influenced each other (p<0.001).

The purpose of this study was to analyze the principles and standards of professional ethics of managers and educational assistants in District One, Sanandaj and its challenges. The approach of qualitative research and its strategy is interpretive phenomenology. The statistical population consisted of 8 principals and deputies of high schools for boys in District One, Sanandaj. They were selected through purposeful and criterion-based sampling method (brilliant work results and participation in professional ethics workshops for school management) also the data were collected through semi-structured interviews, and then the interviews were analyzed. In this way, at first, some of the interviews were carefully studied and categories were created based on the key points. The findings showed. 1- Definitions of educational administrators and assistants of professional ethics in schools include observance of specific rules and regulations of a profession and occupation, religious principles and principles, values and social norms. 2. Principles such as self-direction, having a vision, professional abilities, respect and commitment and responsibility in the workplace should govern professional ethics in schools. 3. Challenges of managers' professional ethics including structural challenges (lack of a comprehensive standard of professional ethics, inconsistencies between administrative regulations, centralized management, uncertainty of goals, consideration of the relationship instead of criteria) and individual challenges including (Passivity of managers and deputies, one-dimensionality, failure to provide real statistics by managers and deputies).

این پژوهش به وضعیت عوامل مرتبط با اجرای بودجهریزی عملیاتی مبتنی بر عملکرد مدرسه با مدیریت مدرسه محوری در دبیرستانهای نمونه شهر تهران بر اساس الگوی شه مشتمل بر سه عامل توانمندی، مشروعیت و مقبولیت میپردازد. پژوهش حاضر از لحاظ هدف کاربردی و روش گردآوری دادهها توصیفی - تحلیلی است. جامعه آماری پژوهش شامل کل مدارس هدف یعنی 40 مدیر و 200 نفر از معلمان دبیرستانهای نمونه دوره دوم شهر تهران میباشد. به منظور گردآوری دادهها از پرسشنامه پژوهشگر بر مبنای الگوی شه استفاده شد به طوری که علاوه بر سه بعد توانایی، اختیار و پذیرش، صرفه اقتصادی نیز به عنوان عامل مؤثر اضافه گردید. روایی پرسشنامه با استفاده از نظر متخصصان و کارشناسان امر بودجه و پایایی آن به وسیله آلفای کرونباخ 88 درصد تأیید شد. تجزیه و تحلیل دادهها با بکارگیری آزمونهای آماری t تک نمونهای و آزمون فریدمن و با استفاده از نرمافزارSPSS نسخه 20 انجام شد. نتایج پژوهش نشان داد که از نظر گروههای مخاطب علیرغم پذیرش مناسب و لزوم صرفه اقتصادیِ اجرای بودجهریزی مدرسه محور، سایر شرایط از جمله توانمندی ارزیابی عملکرد، انسانی و فنی، همچنین مشروعیت رویهای و مقبولیت جزء موانع محسوب میگردند. بر این اساس در وضع موجود بستر مناسب برای اجرای بودجهریزی مبتنی بر مدرسه وجود ندارد و با توجه به برنامه کلان آموزش و پرورش در اجرای مدیریت مدرسه محور، تلاش برای بهبود آن در مدارس ضرورت دارد.

This study investigates the validity of Cipp assessment model in assessing the function of the instruction centers. It is conducted through descriptiveanalytic method. The statistical population consists of 90 managers and experts of the instruction centers of National Iranian Petrochemical Company. After studying the initial statistical population and agreement of their conditions with the research needs, 60 people were selected as the statistical sample. The data were collected through questionnaire. The questionnaires validity was measured through Chronbach’s α and a coefficient of 87% was obtained which indicates an acceptable correlation of the questions and absence of significant dispersion among them. Furthermore, some experts confirmed face and content validities of the questionnaires. Cipp model was tested through structural equations model and the data were analyzed through binomial test, Friedman variance analysis test, correlation test, and t-test. The results indicate that the experts have confirmed the four dimensions of the model and its twenty criteria and further verified their ability to assess the instruction centers. In addition, there is a significant relationship among the dimensions, criteria, and variables. This indicates that the overt variables measure the covert variables significantly.

The present study aims to investigate the effect of knowledge management on organizational innovation among the personnel of Babol University of Medical Sciences. This is a descriptive correlational study clearly based on structural equation modeling (SEM). The population of this research was 400 personnel of Babol University of Medical Sciences. To measure research variables, Nonaka knowledge management questionnaire with 4 dimensions: externalization, combination, internalization and socialization and Organizational innovation Questionnaire with 3 dimensions: productive, process and administrative were used and distributed among 189 personnel.The reliability of knowledge management and organizational innovation questionnaires was assessed through Cranach’s coefficient alpha as 0.945 and 0.944, respectively. Findings of this study showed that all dimensions of knowledge management and organizational innovationare mutually correlated with each other (p<0.01). The structural equation model shows that the model has good fitness with data organizational innovation is well predicted by knowledge management and knowledge management has direct, positive and significant effect on organizational innovation.

The aim of this research was to a survey the Situation of applicants and universities in employment the faculty member. The methods which has been used are library study, a follow up in the ministry of science research and technology, and interview with experts. The population investigated were the invited applicants and all universities under the Ministry of Science.The results; First, in the last ten years a number of faculty member have advanced, but the gap between the application rate and the permit to employ individuals ,in the last three years, has increased, while the number of employment permits has decreased. Second:a student teacher ratio in proportion to the universities under the Ministry of Science, no change , high ratio increase in University of Peyame Noor and high ratio decrease in the private institutions. Third: most need demand rate applications is for University of Tarbiyat Modares, and least for university of Khalige Fars. Forth: most need demand rate applications to join a chemistry field, and least is for field of Computer engineering. Fifth: the average marks of male applicants was better than female. And a number of executives experience and researches work were opposite. Sixth:All applicants were Iranian nationals.

Consistent with industrial organizations, universities and research centers play an important role in the development of communities. Universities should lean to have a constructive competition with each other in terms of strategic planning of research, especially in research on their own. The purpose of this study is to exploring the strategy development in higher education and universities.. This study is a qualitative study by using a descriptive-analytical research method. Population of this study consists of academic staffs and experts of Marine Science and Technology University of Khorramshahr and the research sample is academic staff and experts staffs and experts of marine science faculty in the University. For collection data, library and field study (interview) were used. In order to development a strategy for this part, comprehensive framework strategy has been used. This framework consists of four steps that in the beginning, the mission statement is determined and then at input stage, external factors of evaluation matrix and internal factors evaluation matrix were presented. Then in matching stage, SWOT model was used instead of SOAR strategic model to determine strengths, opportunities, aspiration and results. At the end of strategic planning, in the decision-making stage, identified different strategic options in matching stage were evaluated and judged by using Quantitative Strategic Planning Matrix. The results showed that the best strategy for the studied faculty is as follows: using support of the university in order to do related researches with area needs.
