The purpose of this research is to study the feasibility of university autonomy and its role in accountability and quality assurance of higher education system services. The study population included all faculty members of Urmia University in the academic year of 2014-2015. With the descriptive survey method, 219 faculty members of this university were selected using stratified random sampling method, and responded to the questionnaire. To collect information about the autonomy variable “the European Model Questionnaire UNESCO”, Thomas Estermann et al, for the accountability variable the questionnaire of Keiko Yokoyama, New York model and for the quality assurance variable the questionnaire of HEDPERF model was used. Cronbach's Alpha is used to assess the reliability of the test. The reliability coefficients of the autonomy, accountability and quality assurance questionnaires were 0/88, 0/90 and 0/92 respectively. To test the question and hypothesis of the research t-test univariate and multiple regression and One's regression analyses were used. The results showed that the state of academic freedom and accountability in the University was not good But in terms of quality assurance is moderate and positive relationship existed between academic autonomy, academic accountability and quality assurance And can somewhat predict them (R2= 0/17 , 0/15). there Significant correlation between academic accountability and quality assurance, and can be positive and meaningful predicted it (R2= 0/21).

The presented research is provided to investigate relationship Orgaizational citizenship behavior and reputation: Mediators in the relationship between accountability & job performance and satisfaction using descriptive-correlation method. The population was 640 Faculty members of University of Tabriz. Also, the sample size was 180 which selected stratified random sampling, using Kokran formula. The collected data in this research has used five questionnaire as follow Hochwarter et al (2005) Measure of accountability, Paterson’s (1990) job performance Scale, Brayfield & Roths’s (1951) job satisfaction Scale, Podsakoff’s (1990) Orgaizational citizenship behavior scale and Hochwarter, Ferris and Zinko’s reputation scale (2007) respectively. The reliability thorough Cronbach’s alpha coefficient was 0.70, 0.88, 0.65, 0.81 and 0.87, respectively. For statistical analysis, Pierson correlation and structural equation modeling have been used. The results of study indicate accountability has significant positive relationship and direct impact on Orgaizational citizenship behavior. Also, Orgaizational citizenship behavior has significant positive relationship and direct impact on reputation. Furthermore; the results of study indicate that path analysis of reputation on job performance is significant. Hence, Mediator role of Orgaizational citizenship behavior and reputation in relationship between accountability and job performance is certified. Moreover, the results of study indicate that path analysis of reputation on job satisfaction is not significant. Hence, Mediator role of Orgaizational citizenship behavior and reputation in relationship between accountability and job satisfaction is not certified

The presented research is provided to study interactive effects of conscientiousness of psychological climate on job performance organizational citizenship behavior employee of district one and two of education office urmia city . The population was 452 Facullty members of Urmia university. Also, the sample size was 211 which selected stratified random sampling, using Morgan formula. The collected data in this research has used four questionnaire as follow Duchon and Ashmus’s (2000) Measure of Spirituality, Spritzer’s (1995) Psychological Empowerment Scale, Schutte and et al’s (1998) Emotional Intelligence Scale and Chan and Drasgow’s (2001) motivation to lead scale, respectively. The reliability thorough Cronbach’s alpha coefficient was 86%, 86%, 90% and 84%, respectively. Moreover, for checking that data is normal, Kolmogorov-Smirnov nonparametric test has been used. For statistical analysis, Pierson correlation and multiple regressions has been used. The results of correlation indicate that there are significant positive relationship between spirituality, psychological empowerment and emotional intelligence and motivation to lead. Furthermore, the results of multiple regressions indicate that psychological empowerment and emotional intelligence have higher power of prediction. On the contrary, spirituality has lower power of prediction. Also, the findings of this research examined that there are not significant relationship among gender and professional positions with motivation to lead.
